I agree that it has truth but that truth has as much to do with personal motivation (e.g. degrees of apathy or fear) as it does with more or less ‘brains’ or the factors you wrote of.
The supposed gulf between ‘small minds’ and great ideas warrants closer inspection. I recall reading a book on the small-minded habits of ‘great’ philosophers. My point is that no-one is above small-mindedness. A woman I knew said to me that her husband said to her ‘Have a big spirit, Annie’. That, with bouts of small-mindedness is the best (in my view) we can hope for.

The statement has some truth to it but it depends on the context and/or circumstance, as well as the intention and people involved.
